RFAS Rules

The Society shall be called The Rowley Fields Allotment Society Ltd.
(a)The object of the Society is to rent land and let it out in plots for allotment gardens to members of the Society, at an annual rent sufficient to cover all expenses, in accordance with the Allotment Act and The Lease of the Land.(b)To promote the interest of members, to encourage the proper cultivation of the plots, and to take such action as may be necessary for the benefit of the members of the Society.
Membership. Any approved person over the 18 years of age. Each member to be provided with Rule Book, (which rules must be accepted) and a certificate of one share, and key. Upon relinquishing membership and key, a refund will be made.
Rents. Rent may vary from year to year, the amount to be decided for each following year at the A.G.M. Rent will become due on the 1st January each year, and any plot on which the rate has not been paid by 1st March the tenant will be given notice of one week to pay, or will vacate the plot and surrender Rule Book and Key.
The management to be vested in a Committee of twelve, together with Secretary, Treasurer, President (five to form Quorum). Yearly General Meeting to be held on the Month of March. The Committee shall meet at least once each month (except July).
The election of President, Secretary, Treasurer and the appointment of auditors and committee shall take place at each March Annual General Meeting, and all such Officers shall vacate their chairs, and be eligible for re-election if they so desire. Accounts and Balance Sheets to be rendered yearly at the March meeting and the salaries and remuneration of Officers to be approved at this meeting.
The Committee at the first meeting after appointment, shall elect a sub-committee which shall operate as an Inspection Committee.
No divisional hedge or fencing to be above 30ins. high or 18 ins. wide, and no tenant shall be allowed to plant standard trees within 10 feet, and bush trees within 3 feet of the next allotment.
The tenant shall keep the allotment clean, and shall keep one half of the road abutting the allotment free from weeds and rubbish. No fires to be made on the avenues. No members shall dig unto the main footpath.
Tenants will establish boundary markers and visibly number their plots. Tenants committing a nuisance will be dealt with by the Committee.
The Committee will hold the tenant responsible for depredations or mischief caused by friends who accompany them, and also retain the right to refuse admission to any person not being a member.
All dogs must be kept under control at all times.
Non-Cultivation. If after being notified by the Committee the tenant still refuses after one months notice to improve his plot, to be given 14 days notice to quit.
In case of theft or wilful damage the Committee shall have power to expel any tenant, to dispose of his crops and pay over any residue remaining after deducting any liabilities.
No livestock or Bees to be kept, or garages to be built on the estate.
All cases of disputes between tenants to be submitted to the Secretary in writing, and placed before the committee whose decision is final.
That any tenant wishing to move a new rule or alteration of existing rules, must give notice in writing seven days before the A.G.M. stating terms of the rule or alteration.
A member of the Committee has the right to enter any allotment. Members must take all necessary steps to destroy any vermin on the allotments. All tubs sunk into the ground, and all wells must be adequately covered up.
In accordance with the terms of the Lease given by Leicester City Council. No hut or greenhouse shall be allowed to fall into disrepair or become unsightly. The committee is empowered to insist that the offending erection be repaired or demolished.
All vehicles, including cycles to observe a speed limit of 5 m.p.h. The Committee will take action against offenders.
Gates must be closed and locked on entering and leaving the Allotment Grounds.
The Committee shall have the power to expel (at one month's notice without compensation) any tenant who defies the Committee by persistently breaking the rules.
The Society will not be held responsible for any damage done by bonfires, vandalism or other causes. Members of the Committee shall not be held responsible individually or financially for any error or omission on the part of any of its Officers or for any failure to carry out any duty or in any other way not proposed in these rules.
No rubbish, household or otherwise may be dumped on any part of the estate, the only exception being vegetable waste, leaves etc. for the purposes of composting.
These rules can only be altered by a two-thirds majority of those present at the March Annual General Meeting. However a special General Meeting may be called within 21 days upon the requisition of 30 members, made in writing to the Secretary.
